Viktor Hebipasi, Born in Vlore Albania; husband of Elta (nee Nace); Devoted father of Elvi; Loving son of Resmi and Shqiperie (Bakillari); Dearest brother of Sazan (Alketa) Hebipasi, Lubjana (Fitim) Ajazi, Mimoza (Bilbil) Veliaj, Dhurata (Bashkim) Hoxhaj. Brother-in-law of Robert Natsis.

Viktor was one of only two students granted scholarships from the French government and graduated with a Masters degree in France. He started his career as a professor at Tirana University. In 1992 Viktor worked in the Ministry of Foreign Affairs in Tirana and was appointed the Representative(Chargé d'Affaires) of the Permanent Representation of Albania at the Council of Europe in Strasbourg, France, where he represented his country for two years. He continued to represent Albania in Switzerland. Viktor then came to the United States of America with his family and has worked as an accountant with Kass P.M. for the last 12 years.

Viktor loved and cared for his family deeply. Nothing made him happier than spending time with his son.
